Lynn graduated from Dartmouth College in 1976, and later studied at Cornell Law School to receive his law degree in 1980 and graduated from the Woodrow Wilson School at Princeton University in 1982 with an M.A. in public affairs.[2] After this he was employed by the Center for Strategic and International Studies, where he was the executive director of the Defense Organization Project from 1982 to 1985.[2] That last year he published the book Toward a More Effective Defense.[3] At some point in time he was a senior fellow studying strategic nuclear forces and arms control at the National Defense University's Strategic Concepts Development Center, and went on to be the legislative counsel for defense and arms control matters for Massachusetts Senator Edward Kennedy between 1987 and 1993.[2] During this time he also worked as Kennedy's staff representative on the Committee on Armed Services.[2]
Lynn later worked as an assistant to the Secretary of Defense for Budget, and in April 1993 joined the office of the Secretary of Defense (then Les Aspin) to be director for program analysis and evaluation.[2] On October 21, 1997, President Bill Clinton nominated Lynn to be Under Secretary of Defense (Comptroller), and after a Senate confirmation on November 13, he was officially sworn in on November 19.[2]
After leaving at the end of the Clinton Presidency, Lynn became the executive vice president of the management consulting firm DFI International in 2001, but left in August 2002 when he was hired by the Raytheon Company, where he held the title senior vice president of Government Operations and Strategy.[4]

No matter how small the grant, it may well be noted by the children, who are alert to brand names and corporate logos (sometimes incorporated into textbook exercises), and by teachers and parents, especially those active in PTAs and bake sales. Gradually, they may come to accept that weapons of mass destruction are simply products like any others.
Support for community organizations is especially generous near contractor headquarters and facilities, which are widespread, yet the industries give grants everywhere, and to national organizations.

We’ve all gone through life believing that our intellectual capital is our greatest workplace asset. Now this assumption is being debunked. How well we are connected in our organizations matters as much, if not more, than what’s in our cranium.
What? Are we judging employee performance the way we would a popularity contest? In a way we are. Management teams are now aiming to develop the employees most named by others when the members of the workforce are asked to identify their best collaborators— the colleagues who provide insider smarts, a reality check on an innovative idea or support for carrying out a project.
These value creators aren’t identified as such in the organization chart. Until recently many businesses didn’t even recognize their contributions. But now management is identifying who they are, who they collaborate with near and far, what skills they bring to the collaboration and how big a contribution they make when they create value. In short, management is mapping the organization’s social capital — the informal network that exists independent of the organization chart.
