In 1993, the experiment went into full effect. Maybe it was connected to something called the Ground Wave Emergency Network that was put in place? This experiment tries to change human behavior, by remote with punishments (such as vicious shocks) when emotions, for example, record as "angry" on a distant computer. Sound fantastic...not when you start to read about the Super Soldier that the Defense Advanced Research Project Agency has been perfecting. And, not when you realize that the U.S. does not fight "wars for

The Russian Woodpecker was a notorious Soviet signal that could be heard on the shortwave radio bands worldwide between July 1976 and December 1989. It sounded like a sharp, repetitive tapping noise, at 10 Hz, giving rise to the "Woodpecker" name. The random frequency hops disrupted legitimate broadcast, amateur radio, utility transmissions, and resulted in thousands of complaints by many countries worldwide. The signal was long believed to be that of an over-the-horizon radar (OTH) system. This theory was publicly confirmed after the fall of the Soviet Union, and is now known to be the Duga-3[1] system, part of the Soviet ABM early-warning network. This was something that NATO military intelligence was well aware of all along[citation needed], having photographed it and given it the NATO reporting name Steel Yard.

Mind control
Alternative theorists posed the idea that GWEN towers were means by which government mind control messages could be sent.[6]
GWEN's construction became a hot political issue when former Defense Secretary James Schlesinger criticized Governor Michael S. Dukakis for opposing the project.

GWEN transmitters have many different functions, including controlling the weather, mind, behavior and mood control of the populace. They are also used to send synthetic telepathy disguised as infrasound to those victims of US government mind-control implants.

These towers work in conjunction with HAARP and the Russian Woodpecker transmitter, a system similar to HAARP. The Russians openly market a small version of their weather-engineering system called Elate, which can fine-tune weather patterns over a 200 mile area and have the same range as the GWEN unit. One such system operates at the Moscow airport.
